Senior Commissioning Manager (Owner's Representative), Hyperscale Data Centers


Capstone is partnering with a world-renowned independent construction and property consultancy to recruit a driven Senior Commissioning Manager. Core Responsibilities

  • Lead with Authority: Serve as the Owner's single point of contact and final decision-maker on-site for all matters related to construction quality, testing, and commissioning.
  • Own the Commissioning Plan: Coordinate with the GC to develop, own, and execute the master Commissioning Plan, ensuring a comprehensive quality assurance framework from design review through Level 5 Integrated System Testing (IST) and final project closeout.
  • Verify at Every Level: Lead, witness, and approve all levels of commissioning (L1-L5), including domestic and international travel for Level 1 Factory Acceptance Testing (FAT) to ensure equipment quality at the source.
  • Manage Key Partners: Directly manage and provide oversight to the third-party Commissioning Agent (CxA), holding them accountable to the Owner's rigorous standards and project requirements.
  • Ensure Procedural Excellence: Conduct thorough reviews and provide final approval for all commissioning scripts, test procedures, checklists, and final reports to ensure they are robust and comprehensive.
  • Defend the Schedule: Coordinate with the GC to develop, manage, and defend the integrated commissioning schedule, ensuring its seamless integration with the master construction schedule while protecting adequate time for thorough and uncompromised testing.
  • Drive Problem Resolution: Drive the timely resolution of all identified deficiencies. Maintain a master issues log, facilitate root cause analysis, and ensure all items are verifiably closed out prior to system acceptance.
  • Foster Collaboration: Build a collaborative environment with design, construction, and operations teams to ensure seamless system integration, effective knowledge transfer, and ultimate operational readiness.
  • Champion Quality and Safety: Lead by example in championing a site-wide culture of safety and quality, enforcing the highest standards across all project stakeholders.


Required Qualifications & Experience

  • A minimum of 7-10 years of dedicated commissioning experience in mission-critical environments.
  • At least 5 years of recent, focused experience in the commissioning of hyperscale data centers.
  • Expert-level technical understanding of the mechanical, electrical, and plumbing (MEP) systems common to data centers, including but not limited to: UPS systems, paralleling switchgear, generators, chillers, cooling towers, and building management/automation systems (BMS/PMS).
  • Deep familiarity with the five levels of data center commissioning and a proven track record of managing projects through the entire commissioning lifecycle.
  • Demonstrated ability to read and interpret complex construction drawings, specifications, and schematics.


Preferred Qualifications

  • Prior experience working in an Owner's Representative capacity.
  • A Bachelor's degree in Electrical Engineering, Mechanical Engineering, or a related construction field.
  • Professional certifications (e.g., BCA, ASHRAE).
  • Proven ability to lead and manage large, diverse teams of technical professionals in a demanding, fast-paced environment.
